The Beverage Alcohol Merchants Coalition’s (BAMCO) founding members include Total Wine & More, BevMo! by Gopuff, ABC Fine Wine & Spirits, Spec’s Wine, Spirits & Finer Foods, and a broad group of compliant hemp beverage wholesalers. Together, we represent a modern, regulated network that handles age-restricted products safely and responsibly across the U.S.

BAMCO united to advocate for responsible federal regulation of low-dose hemp-derived THC beverages, and beverages only.

BAMCO’s members — including some of the country’s largest adult beverage merchants — are urging policymakers to build on the responsible practices retailers like BAMCO’s members have already put into place.

Built on the Proven Three-Tier System

The coalition supports applying the same structure that governs beverage alcohol producers, distributors, and merchants operating under state oversight and federal guardrails to ensure safe, transparent access.

BAMCO’s position aligns with that of the Wine & Spirits Wholesalers of America (WSWA) and the Coalition of Adult Beverage Alternatives (CABA), which has publicly supported the same two-year extension as a necessary step toward thoughtful, enforceable regulation. WSWA has warned that banning hemp-derived products outright — or regulating them hastily — could drive sales into unregulated online or black-market channels.

BAMCO’s Regulatory Priorities Include:

   •   Adult-only sales (21+)

• Permissible only in beverages

   •   THC per-serving limits (low-dose, consistent)

   •   Mandatory testing and product labeling

   •   Responsible marketing and packaging

   •   Distribution through licensed retailers and wholesalers

   •   Appropriate taxation to fund enforcement

   •   State flexibility layered over a clear federal framework
